Head Start Classroom

Many of the programs established by the Office of Economic Opportunity attempted to remedy the psychosocial effects of poverty and discrimination. One of the most popular and long lasting was Head Start, a comprehensive early childhood program that provided education, nutrition, health services, and parental counseling for low-income children. Unlike most OEO programs, Head Start was immediately embraced both by its political sponsors and those it was designed to serve. The support of millions of constituents made it nearly impossible for President Richard Nixon to cancel the program even after a social science–based evaluation questioned its effectiveness.
